Здравствуйте. У кого есть книга Агапов А.Б. Административная ответственность. М., 2007 (можно и постарей) поделитесь пожалуйста. Необходим материал с нее по обстоятельствам, учитываемым при квалификации административных правонарушений. Больше ни у одного автора подобного что-то найти не могу.
